The Program

Town of Billerica Senior and Veteran’s Tax Work-off Program: FY 2026

1: Program Description:

Billerica seniors over the age of 60 (and honorably discharged veterans of any age) can receive up to a $1,500 tax abatement in exchange for up to one hundred hours of volunteering for the Town of Billerica in a role agreed upon or matched by the program administrators.

If you do not achieve the 100 hours of volunteering, you will be credited a pro-rated amount based on the number of hours you have volunteered (example: 50 volunteer hours = a $750.00 abatement, or $15.00 per hour). 

2: Eligibility Criteria:

  • Senior Tax Work-Off Program applicants must be over the age of 60.
  • Veteran Tax Work-Off Program Applicants can be of any age but must provide a DD-214.
  • Must be a Billerica Homeowner.
  • Must live in the home.
  • Must not be planning to sell their home before February 2026.
  • The applicants’ name must be on the deed for the home.
  • If applying as a married couple, both names must be on the property’s deed.
  • If the property is in a trust, the applicant must be a trustee.
  • If the owner has a “Life Estate” the applicant/owner must be listed on the estate.

3: Application Process:

Applications are available at the Billerica COA, 25 Concord Road, starting on April 7, 2025. 

The tax work-off is run on a “first come/first serve” basis, meaning that complete applications will be accepted from interested homeowners until the program’s 125-person limit is reached.

It is strongly recommended that those considering applying for the program do so as close to the beginning of the application period as possible, as once the 125 spots are filled, the program will be closed to additional participants.

  • Completed applications will be date stamped when received to ensure acceptance in the order applications were received.
  • Your acceptance into the program is pending the results of the Assessor’s Homeowner & Trust Verification Form & CORI background check.
  • Application must be submitted in person to an approved BCOA staff member during the following hours (Mondays: 9:00 AM – 3:00 PM, Tuesday - Thursday: 9:00 AM – 2:00 PM, and no applications will be accepted on Fridays).
  • Incomplete applications will not be accepted and will not reserve your spot in the program.

4: Critical Dates:

Application Deadline: 

The final day applications will be accepted for the 2025-2026 Tax Work-off Program will be on June 16, 2025, or whenever the 125-participant limit has been reached (whichever comes first).

Volunteer Hour Recording Period:

Volunteer’s hours recording begins on Tuesday, July 1, 2025, and runs through February 28, 2026

You are responsible for picking up your timesheet at the BCOA, recording your volunteer hours, getting the timesheet signed by your site supervisor, adding up your hours, and turning in your timesheet by February 28, 2026.

Final Date Completed Timesheets Will be Accepted:

Friday, March 6, 2026 – Bring the timesheet to the David Lamore at the BCOA.
